A car carrying Prime Minister Shigeru Tonomura (Toshiyuki Nagashima) gets into an accident at night. The chauffeur driving the car dies in the accident. Suspicion about the car accident soon arises. Some speculate that the chauffeur was drunk when he got into the accident. Another speculation is that a connection exists between the car accident and a secret agreement scandal surrounding the approval of a new drug.
Hiroki Nakano (Naohito Fujiki) is the senior secretary for Prime Minister Shigeru Tonomura. He is busy responding to the uproar over the car accident. A man named Kenichi Shitara (Toshiaki Karasawa) approaches Hiroki Nakano. Kenichi Shitara is a mysterious figure who is known as Fixer. Nobody knows about his personal life. He deals with issues that can't be solved by the police or the law.
