Nanami (Miki Mizuno) grew up in a farming family. They experienced difficulties due to earthquake damage and the lack of financial support from the government post earthquake destruction.
Nanami now studies at a university. To support her family, she also works at a bar. The young president of a construction company and his subordinate, Miyazato (Tsuyoshi Ihara), appear at the bar. Nanami learns that they are involved with official development assistance. She becomes interested in the movement of money within the hidden side of international aid. She approaches Miyazato and offers a deal.
