In a lawless city in the 1980's, where redevelopment fever is raging ahead of the 1988 Seoul Olympics, villain Paengi (Park Seo-Jun) suddenly appears in the area. He plunges into the illegal drug business, dragging Ssaengdak (Um Tae-Goo) and Bok-Hee (Cho Hye-Joo) into a cauldron of chaos.
Ssaengdak is a member of Bukgu (Northen District) Gang. He betrays his gang and accepts an offer of a lifetime from Paengi, but, due to that, his life is completely shaken. Bok-Hee is a key supplier for drugs and the first love of Paengi. She reunites with Paengi through their drug business, while making unpredictable choices and actions.
