Hiromi Minami (Masaharu Fukuyama) and Shintaro Godo (Yo Oizumi) discovered a shocking truth while working on a case involving their past. What they learned was that they are actual brothers. The bond between them deepened upon the startling news. After that, Hiromi Minami went back to the United States after concluding the training program.
2 years later, Hiromi Minami visits Japan again. He and Shintaro Godo, who was called by Hiromi Minami, head to Hokkaido. There, Hiromi Minami meets his first love. Due to her, he gets involved in an incident and becomes chased by a mysterious organization. In order to protect his first love, once again Hiromi Minami and Shintaro Godo team up and work with the FBI, CIA and Hokkaido Prefectural Police. They discover a conspiracy that can shake the world.
