Heihachiro Onijima (Masatoshi Hamada) becomes a prosecutor at the age of 44. In his earlier days, Heihachiro Onijima worked various jobs to get by, whereas his current colleagues spent most of their time studying. Heihachiro Onijima now raises two nephews, who were left behind by his sister's suicide. In fact, the suicide of Heihachiro Onijima's sister is what spurred him onto become a prosecutor. Six years earlier, Heihachiro Onijima's sister was caught in a political scandal which led to her suicide.
Around Heihachiro Onijima are elite prosecutor Maki Morimoto (Yuki Uchida), branch manager prosector Tatsuhiko Fujinami (Yutaka Matsushige), young administrative official Jiro Koshinaga (Gaku Hamada) and prosector Tsutomu Kito (Ryosei Tayama) who is nearing retirement. Among these charismatic figures, Onijima Heihachiro works diligently and is guided by his own unique style - governed by his common sense.
Heihachiro Onijima then joins a small embezzlement case in which Maki Morimoto is in charge of. Their investigation leads to the discovery of corruption on a far greater scale ..
