In 1972, when Okinawa was still governed by a U.S. administration, a cash transport vehicle that is carrying one million U.S. dollars is attacked and disappears. The incident could develop into a diplomatic dispute between America and Japan. The police in Okinawa creates a special investigation team, that is led by Taichi Maeda (Issey Takahashi), to solve the case in secret. The deadline to solve the case is 18 days, which is when control over Okinawa is scheduled to be returned to Japan.
