The Tokyo Governor is bothered by a foreign newspaper article. The article points out the lack of female executives in the detective department for the Tokyo Metropolitan Police Department. To dispel this type of negative image, the Governor creates the NS Section and appoints female detective, Izumi Demachi (Midoriko Kimura), as the chief of that department. Detective An Narutaki (Asami Mizukawa) joins as a member of NS Gakari. She is enthusiastic with her job, but agonizes over the realities for a woman.
