Nasu Bengazu is Japan's first bicycle road racing team. The team was formed in Nasu,
Tochigi Prefecture, Japan in hopes of revitalizing the regional economy. Nasu Bengazu is sponsored by small companies and stores from the area, but the team is struggling financially. Mamoru (Koji Seto), an employee from a regional credit union, is sent to restructure Nasu Bengazu.
