During the Azuchi–Momoyama period, Hideyoshi Toyotomi is the ruler. Hideyoshi Toyotomi wields vast power and his vassals gather all the wealth, but the lives of ordinary people suffer.

The people look up to Goemon Ishikawa (Ebizo Ichikawa). He breaks into homes of daimyoa feudal lords or big merchants and steals their valuable items. He then hands out those valuable articles to the poor. Hideyoshi Toyotomi becomes obsessed with catching Goemon Ishikawa.
