Taiji-cho Whale Museum is located in the southern part of Wakayama Prefecture. The museum doesn't get a lot of visitors. Due to its low attendance, the museum is in a difficult financial situation. Veteran museum staff members oppose the idea, but the director appoints Taichi Kujirai (Masato Yano) as the leader of whale trainers. Taichi Kujirai loves whales and he comes up with the idea to hold a "Whale Dream Festival."
