Plot
Jung Yak-Yong (Park Jae-Jung) is a secret royal inspector. He carries out his job righteously, so King Jung-Jo trusts Jung Yak-Yong. But Jung Yak-Yong is involved in the case of Priest Joo Moon-Mo who spreads western learning thought. Jung Yak-Yong is blamed by people who are jealous of him and finally Jung Yak-Yong is demoted to the low-ranking government position of the Chalbang official of the Geumjeong area. Jung Yak-Yong doesn't expect a lot of work in his new position, but cases occur everywhere.
