At the the Tokyo Metropolitan Police Department, IMAT (Incident Medical Assistance Team) conducts a joint training session with SIT (Special Investigation Team). Akira (Hiroshi Tamaki), wearing a bulletproof vest and a member of IMAT does poorly. His team also performs far below expectations.
On the other hand, SIT carries out their part of the training perfectly. SIT member Takuma (Kei Tanaka) becomes angry with IMAT, worrying that they might hinder SIT in a live situation. Takuma complains to his boss Kenzo (Katsunori Takahashi).
Suddenly, one of the SIT members collapses to the ground. Akira quickly diagnosis the fallen SIT member as having an aortic disease and treats him accordingly. Akira is able to save the SIT member.
Several days later, an explosion occurs at a park.
