Detective In-Chul (Jung Chan) visits Wie Island. People there are excited over redevelopment, because the island has been designated as a culture tour model area. Detective In-Chul though has arrived on official matters. He's there to investigate the death of Jong-Goo.
From his first day on the island, Detective In-Chul senses the residents want him gone. In-Chul is even paid dirty money to pay for his wife's hospital bills. As In-Chul decides to leave the island, a suicide takes place. In-Chul senses that there's something more to the deaths. He begins to investigate the ugly truth which the people there try to hide.
