Wishing to become a member of the National Assembly, Jeon Hae-Woong (Cho Jin-Woong) is a political figure in Busan, South Korea. He is sure that he will become an assemblyman at the next election, but he is abandoned by Kwon Soon-Tae (Lee Sung-Min). He is a powerful figure in the political world, but unknown to the public. Due to him, Jeon Hae-Woong does not receive a nomination to run in the next election by his party. To change the situation, Jeon Hae-Woong obtains confidential documents pertaining to redevelopment plans in the Busan area. He receives campaign funds from Kim Pil-Do, who is a gang boss. He runs for the National Assembly as an independent and he gets support from the people. Meanwhile, Kwon Soon-Tae becomes aware of the confidential documents that is in Jeon Hae-Woong's possession.
