A hospital in a suburban town faces a financial crisis. Doctor Ryo Kamiko (Naohito Fujiki) is the acting director of the municipal hospital. He is a rationalist who takes management very seriously. Meanwhile, Bunpei Yuge (Susumu Terajima) is a veteran detective and he works in the same town as the hospital.
Doctor Ryo Kamiko and Detective Bunpei Yuge would not appear to have much in common, but vicious crimes take place in the town. These crimes are closely related to the collapse and revival of the regional medical hospital. Doctor Ryo Kamiko and Detective Bunpei Yuge face the crimes cause by people who have fallen through the cracks of society, see the crimes from their own respective positions, and solve them together.
