Haruka Sakura (Koshi Mizukami) is a lonely student, whose only redeeming quality is his fighting ability. He attends at a notorious high school that is infamous for its delinquents. He wants to become the top fighter at the school and steps out into the street to fight against other students, but he realizes that the delinquent students have formed a group called Wind Breaker to protect the town. Haruka Sakura becomes one of the Wind Breakers and fights to the town. Meanwhile, the delinquent gang Shishitoren starts to target Wind Breaker.
