There is a department called Okura at the the Tokyo Metropolitan Police Department. Detectives in Okura take on old, unsolved cases which are in a shelved state. The Okura department is mocked by the other detectives and described as a garbage dump or a detective's graveyard. The members of Okura are branded as incompetent outcasts.
