The whirlwind fates of three people converge around the Gyeonggang River, where all of Joseon's money and goods pass through. Jang Shi-Yool (Ro Woon) is a good-for-nothing man, who hides his past. Choi Eun (Shin Ye-Eun) leads a commercial group. She is a person of principle and righteousness. Jung Chun (Park Seo-Ham) is an upright government official. He wants to get rid of corruption that exists around the Gyeonggang River. The river itself was once clean and blue, but has become a murky river reflecting Joseon that has now become lawless.
