Set in the year 1998, Park Se-Ri (Shin Eun-Soo) attends high school in Busan and is 19 years old. She has never been able to confess her feelings to anyone, due to her extremely curly hair that cannot be changed no matter how hard she tries. She has a crush on Kim Hyun (Cha Woo-Min), who happens to be the most popular male student at the school. One day, a transfer student from Seoul, named Han Yun-Seok (Gong Myung), arrives at the high school that Park Se-Ri attends. He is 20 years old, which is a year older than the other students. His background story is unknown to his new classmates, but he transferred to Busan after giving up on taking his university entrance exam. With an indifferent attitude, Han Yun-Seok watches Park Se-Ri try to fulfill her unrequited love. Meanwhile, Park Se-Ri tries to approach Han Yun-Seok, who is her only solution to successfully confessing her feelings to Kim Hyun. Park Se-Ri is also good friends with Baek Sung-Rae (Yoon Sang-Hyeon), who tries to help her with her confession plan, and Ko In-Jung (Kang Mi-Na), who is her rival and tells her the secret of having straight hair.
