After graduating from university, he entered a publishing company. Using his career as a magazine editor as a stepping stone, he participated on numerous video and film projects. Nakagawa made his directorial and screenwriting debut in 1997 with Blue Fish, which was set in Okinawa. An official selection of the 1998 Berlin International Film Festival, the film was praised internationally for its deliberately-paced cinematography as well as its superb lighting design capturing the intense light and shadows of Okinawa. In 2000, Nakagawa wrote and directed Departure, which again received acclaim at the Berlin International Film Festival and was released theatrically in Germany, Switzerland, France, Italy and other European territories before its release in Japan. The film's screenplay won the Sundance/ NHK International Filmmakers Award. The film also won both the Gold Award and the Audience Award at the Akita Jumonji Film Festival. In 2003, he wrote and directed Starlit High Noon, which stars Wang Lee-Hom, Kyoka Suzuki and Yu Kashii.
