"Festival" is a romantic-comedy about various couples from the same neighborhood told in a unique code.
Jang-Bae (Shin Ha-Kyun) is a macho police officer who cracks down on corruption of public morals. His personal life takes a hit when he discovers a vibrator used by his girlfriend Ji-Su (Uhm Ji-Won). Because of this Jang-Bae suffers a personal crisis and also causes the live-in boyfriend & girlfriend to possibly separate.
Sun-Shim (Shim Hye-Jin) is the owner of a "hanbok" (traditional Korean dress) store. She is graceful, but finds her personal life dull. She then starts to enjoy a secret personal life with the help of Ki-Bong (Sung Dong-Il), the owner of a hardware store. Ki-Bong brings Sun-Shim into the S & M world of whips & handcuffs.
Sang-du (Ryu Seung-Beom) sells fish sausages and has a bright character. High school student Ja-Hae (Baek Jin-Hee) loves Sang-du and even breaks into his home.
