Plot
A professional crime organization, led by Cheung Ge Ho who is so smart, intelligent and tough, successfully kidnaps the son of a famous billionaire and collects a huge amount of ransom. More over Cheung joins force with the most dangerous fugitive Cyclone and kidnap another well-known billionaire successfully. The cops can do nothing against them. Accidentally, Cyclone is arrested by the police. In order to rescue Cyclone, Cheung plans to kidnap the chief official of the government as hostage.
